Description of the state program "HOUSING" and the subprogram "Provision of housing for a young family"

FTP "Housing": goals and objectives

This program was adopted in 2010 and began to be implemented in January 2011. Initially, its duration was five years.

Goals of the FTP "Housing"

The main goals that were planned to be achieved during this period were:

  • Providing citizens with affordable economy class housing;
  • Assistance to certain socially unprotected categories of citizens;

At the end of 2015, it was decided to extend the program for another five years - until 2020.

The main tasks set before the FTP in 2016-2020. is the development of mass construction of inexpensive, but comfortable economy class housing and an increase in the number of citizens provided with their own housing.

Within the framework of the program, in the period from 2016-2020, it is planned to provide more than 235,000 families with a separate railway, including more than 157,000 young families.

The specified target program includes a number of subprograms of a specific focus, among which is the program for providing young families with housing (hereinafter referred to as m/s).

Sub-program "Provision of housing for a young family"

The subprogram "Provision of housing for a young family" as well as the main FTP "Housing" began its operation in 2011 and was extended for the next 4 years: from 2017 to 2020.

The main objectives of this program are to provide living families recognized as in need of improved housing conditions and to attract funds from this category of citizens in the development of economy-class housing construction, including those purchased with a mortgage.

The indirect reasons for the adoption and extension of this program is the increase in the birth rate in the country, since most couples who have registered official relations cannot afford the birth of a child, being in cramped housing conditions, which, in turn, negatively affects the demographic situation in the country. The program is designed to reduce social tension associated with difficulties in acquiring real estate and increase the number of mortgaged housing purchased in the country.

The total amount of funding for this program is quite impressive, in total, more than 122 billion rubles of budget funds are planned to be spent on providing m / s real estate.

This program provides for the provision of m / s social benefits that can be spent on:

  • Acquisition of w / n (except for the secondary market);
  • IZHS (individual construction);
  • Repayment of the last payment for a share when acquiring a w / n member of the cooperative;
  • Payment of the down payment when buying railroad cars on credit (construction);
  • Repayment of debt on a credit (loan) and interest on it (excluding penalties, penalties and commissions).

How to become a member of the "Young Family" subprogram

  • A copy of the certificate of registration of ownership of the w / n, acquired on a mortgage, or a construction contract confirming the costs of individual housing construction;
  • A copy of the loan agreement (if it was concluded between 01.06.2006-31.12.2010) or a certificate from the creditor on the balance of the debt and the total amount of debt on mortgage interest.

Step 3. Submission of documents to the relevant authority

A package of documents and an application must be submitted by the m / s to the LSG body. This can also be done by one of the adult family members or a representative by proxy (notarized).

Step 4. Making a decision in recognizing the family as a member of the PP "Young Family"

After receipt of the documents, the authorized body within ten days decides on the recognition (refusal of recognition) of the m / s member of the “Young Family” subprogram. After the said decision is made, the LSG notifies the family about it within five days.

Grounds for refusal to participate in the subprogram "Young Family":

  • Non-compliance of the spouses with the requirements specified above (by age, availability of the necessary income, and confirmation of the status of those in need of improved living conditions);
  • Non-submission or incomplete submission of documents and information;
  • Communication of deliberately false information;
  • Re-applying for participation in the program, provided that the specified subsidy was previously provided and implemented by the m / s.

In case of refusal, the m / s can re-apply for participation in the program after it eliminates the identified violations.

After the decision is made, the LSG body sends information to the regional authorities. After a decision is made by the regional authorities (which, among other things, indicates the total amount of the subsidy provided), the local self-government body, within a period of no more than two months, makes a decision on issuing a certificate for receiving m / s social benefits.

Step 5. Obtaining a certificate

After a decision is made to issue a certificate for receiving social benefits, it is necessary to re-submit the above package of documents to the LSG body, except for the application for inclusion in the Young Family program and documents confirming the status of the family as in need of improved living conditions. An application for issuing a certificate of receipt of social benefits must be attached to the package of documents.

An application for the issuance of a certificate has no established form and can be drawn up in any form.

The deadline for submission of documents is one month after receipt of the notification for the submission of documents.

Step 6. Sending the certificate to the bank

After the certificate is received, it must be sent to the bank within two months from the date of receipt. If the specified period is missed, the bank will not accept this certificate. If the deadline is still missed, the certificate can be replaced in the LSG body.

After receiving the certificate and checking all the data, the bank opens a bank account agreement.

Step 7. Paying for housing

To pay for the w / n to the bank, you must submit the following papers:

  • Bank account agreement;
  • Contract for the sale of residential premises;
  • Construction contract for individual housing construction;
  • Certificate of registration of rights to the acquired housing;

If the certificate repays the debt and interest on the mortgage, then you must additionally submit:

  • Loan agreement or certificate from the lender on the amount of debt.

The size of the social payment

It should be noted that the amount of the subsidy is strictly limited. The state repays only part of the cost of railroad cars, the rest must be paid by the owner (m / s). The total amount of the subsidy in 2016 cannot exceed:

  • 30% of the total cost of housing for a family without children;
  • 35% for families with children.

The size of the railroad area, according to which the subsidy is calculated, is based on the following values:

  • 42 sq. m. for a family without children;
  • 18 sq. m. for each family member, if the family consists of parents (parent) and a child.

Features of regional legislation

It should be noted that the FTP "Housing" and the "Young Family" subprograms are federal programs implemented throughout the Russian Federation, however, in each region, the conditions for the implementation of these programs can be adjusted (a preferential order of priority is established, other conditions for the provision of subsidies).

What program is running now

In 2019, state support for young families is provided as part of a government project called "Providing affordable and comfortable housing and utilities for citizens of the Russian Federation." What does the state promise?

  • for entry;

  • for partial payment of the cost of residential real estate acquired under a regular sale and purchase agreement;
  • to pay for the construction of a house - under a construction contract;
  • to repay the main "body" of the loan and interest on the loan, if it was taken to solve the housing problem.

You should not expect that at the expense of budgetary funds you can pay off a third of the costs of any residential premises.

The state will strictly monitor its size and subsidize only clearly established norms:

  • 42 m2- for young spouses without children or one parent with a child;
  • 18 m2- for each member of a family consisting of three or more household members (including 1 parent and several children).
So if, for example, a complete family with two children wishes to purchase a spacious 150 sq.m. (18 x 4). And the remaining 78 m 2 (150 - 72) the spouses will have to pay only at the expense of their own savings.

Conditions of the program Young family

Young families are eligible to apply for participation in the housing program if they meet certain criteria:

  • the age of spouses or a single parent does not exceed thirty-five years - and not at the time of submission of documents, but on the day officials make a decision on their participation in this social project;
  • young spouses (single parents) have:
    • or a sufficient amount of their own savings with which they can pay the seller - in the amount of the cost of housing, not covered by the payment from the state;
    • either a significant regular income that will allow them to take out a loan for this purpose;
  • one of the spouses or the only parent in the family must have Russian citizenship;
  • the family was officially recognized as needing housing.

Recall that in order to recognize such a need, one of the following circumstances will need to be documented (Article 51 of the Housing Code):

  • That the applicants do not have any housing at all - neither owned nor under a lease.
  • That the housing they occupy is too small - the minimum standard established by the state is not observed.
  • That the young family's living quarters are not suitable for permanent residence - for example, they are in a dilapidated or emergency state, or located in an area with a high concentration of substances harmful to the body.

It is better to do this at the beginning of the year, since the lists of new participants are formed before June 1 (regions may set earlier deadlines). Package of documents

An approximate list of papers required for inclusion in the list of program participants is as follows:

This list of required documents is established by Government Decree No. 1050 dated 12/17/2010. However, it cannot be called exhaustive, as other documentation is often included in the required package in the field. Additional documents may include:

  • work books of able-bodied family members;

The application and documents are submitted to the local administration or multifunctional center. The validity of the demand and the authenticity of the papers transferred by citizens are checked by officials within 10 days, after which they decide:

Applicants shall be informed in writing of any of these options. The refusal of the administration to include them in the program must be motivated and explained. Notification is sent to the submitter of documents in within 5 days after a positive or negative decision has been made on him.

Conditions of the program Young family

Young families are eligible to apply for participation in the housing program if they meet certain criteria:
