The number of calculated square meters depends on the number of family members living in one apartment. The first is the limited choice. “Firstly, the state subsidizes the purchase of only those new buildings that meet stringent requirements (say, at least 70% construction readiness). Secondly, not all developers accept housing certificates, - says Maria Litinetskaya, managing partner of Metrium Group. - The fact is that the state manages the funds, and not the people on the waiting list themselves. If they cash out the certificate, then the authorities transfer funds to the developer within two to three months, which presents certain risks.”

Thus, solving the housing problem with the help of a subsidy is quite realistic, but difficult. And the main difficulty lies in the fact that in order to receive significant assistance from the state, you still have to stand in line for many years.

The procedure for providing housing subsidies in the Moscow region is determined on the basis of the Decree of the Government of the Russian Federation of August 3, 1996, Decrees of the Government of Moscow (No. Duma (No. 110 of October 18, 2000). Citizens who stand in line for the improvement of living conditions are divided into two categories. AMOUNT OF HOUSING SUBSIDIES

The amount of a housing subsidy for the construction or purchase of housing depends on how long citizens are on the waiting list for municipal (free) housing and in which queue (regular or preferential) they stand.
For example, for a family waiting for an apartment in the regular queue for 1 year, the city pays 5% of the cost of the apartment (15% for the beneficiary), and 90% for those waiting for 15 or more years (90% for the beneficiary).
It is also necessary to keep in mind that the Moscow government evaluates 1 sq.m of living space based on its own methodology. The provision of housing is also taken into account. To date, there are the following standards: - for one person - 33 sq.m of total area; - for a family of two - 42 sq.m.; - for a family of three or more people - 18 sq.m. for each family member. When applying for a housing allowance, it is important to correctly indicate the composition of your family. For example, a husband, wife, adult son and daughter, and son-in-law are registered in the apartment. The family has been registered for a long time, but the queue is still far away, so it was decided to take a subsidy. If the application indicates that the family consists of 5 people, then the amount of the subsidy will be calculated based on 18 sq.m. for each family member. The total will be 90 sq.m. If you write in the application that there are actually three families registered in the apartment: wife and husband (42 sq.m.), daughter with her husband (42 sq.m.), adult son (33 sq.m.) - then for all will rely on 117 sq.m. The difference in this case is large. However, it should be remembered that minor children are not allocated to a “separate” family.
Another circumstance to keep in mind: when considering the possibility of obtaining a housing allowance, all living space that you have is taken into account. If at least one of the family members applying for the right to receive a housing subsidy has their own additional living space (it does not matter if it is in Moscow or another city), it must be taken into account. The area on which it is registered and the one that is owned is summed up. That is, the calculation is carried out not only at the place of registration, but from the number of square meters of all available areas.

WHAT APARTMENTS CAN BE PURCHASED WITH THE USE OF SUBSIDIES

The housing subsidy can be used by citizens to purchase an apartment in a new building (but the degree of readiness of the house must be at least 70%), and in the secondary housing market.     • the presence of an adjustment factor established by the government specifically to calculate the amount of subsidies for a specific category of citizens - for example, depending on the length of public service, length of service in the countryside, the number of years of military service or the number of years spent in the queue for housing.

    So, for the purchase of housing within the city, on average, assistance is allocated in the amount of 30-40% of the total cost of the purchased object, and for rural workers it can be about 70%. At the same time, the legislation allows state authorities to independently increase the amount of payments in excess of the standard, depending on specific circumstances, if there are financial opportunities for this.

    Who is entitled to a gratuitous subsidy for the purchase of housing or the construction of a house in 2018-2019

    Since in most cases subsidies are paid from the local budget, the subjects of the Federation independently determine the list of categories of citizens who can count on these benefits, in excess of the categories established by federal law, as well as the procedure for providing and using the funds allocated to them.

    A free subsidy for improving housing conditions in 2018-2019 is offered to the following categories of citizens:

    • large families with 3 or more children under the age of 18, or with children under the age of 23 who continue their education in higher educational institutions or who are conscripted for military service;
    • young families, the age of spouses of which does not exceed 30 years (see: How to get a subsidy for improving housing conditions for a young family);
    • government employees (see: How do government employees get a housing subsidy) ;
    • employees of the public sector;
    • retired military personnel and retirees (see: Providing a subsidy for the purchase of housing for military personnel in 2019 and 2020);
    • young professionals living in rural areas and working in the agro-industrial complex;
    • orphans and those left without parental care;
    • low-income citizens on the waiting list for housing (see: How to get a low-income housing subsidy),
    • veterans, disabled people, participants and families of the fallen participants of the Great Patriotic War;
    • persons leaving the territory of the Far North, having a work experience of more than 15 years.

    How to get a grant to build a house or buy an apartment

    Those citizens from the categories listed above who, at the time of application, are entitled to improve their living conditions, can apply for a subsidy from the state. So, for example, Decree of the Government of the Russian Federation of January 27, 2009 No. 63-PP “On the provision of federal state civil servants with a one-time subsidy for the purchase of housing” refers to them civil servants living:

    • indoor area less than 15 sq. m for each family member;
    • a dwelling that does not meet the established requirements for living quarters;
    • communal apartment;
    • dormitory or service housing;
    • together with a person suffering from a serious disease in a chronic form that does not allow cohabitation, and who does not have other housing owned or provided under a social contract (the list of such diseases is determined by the government);
    • two or more families in a one-room apartment or an adjacent non-isolated room, including parents and their married children.

    The list of criteria by which citizens of other categories may be considered in need of better housing conditions is prescribed in federal or regional regulations governing the issuance of housing subsidies.

    At the same time, a representative of any category of beneficiaries cannot apply for a subsidy if the fact of deliberate damage to existing housing is revealed in order to worsen living conditions and obtain the right to a benefit. Such actions include an exchange for a smaller area, the moving into the premises of other persons in addition to temporary residents, a spouse or minor children, as well as the alienation of the premises or part of it.

    If, from the moment of registration until the realization of the right to a subsidy, a citizen independently solves his housing problems or leaves the category of beneficiaries, for example, upon dismissal from service or as a result of relocation from a village to a city, death or for other reasons, he is deregistered. Also, he may be denied assistance if it is revealed that the commission has not been informed about changes in the composition of his family, living conditions, data on the place of work and other factors that are important for a particular category of beneficiaries.

    How to register for a grant

    An application for assistance and a package of documents are submitted to the commission under the state authority responsible for allocating subsidies. In addition to an application addressed to the head of this body for registration, they submit:

    • applicant's passport;
    • extract from the house book;
    • a copy of the financial personal account;
    • marriage certificate and its copy;
    • birth certificates of children and their copies;
    • documents for other family members living together with the applicant;
    • work book and its copy, or another document confirming belonging to the category of beneficiaries entitled to a subsidy;
    • documents on the ownership of existing housing or a social contract of employment, as well as their copies;
    • documents confirming the right to additional space, if any, as well as their copies.

    If the applicant or members of his family living with him own or lease other residential premises under a social tenancy agreement, he is obliged to provide information about all of them, since the amount of the subsidy and the due area of ​​​​the acquired housing will be calculated based on the total area of ​​​​all available residential premises.
