General information about the document

The form of the document was approved by order of the Ministry of Industry and Trade of the Russian Federation dated January 14, 2010. Without providing a certificate, the owner participating in the program cannot deregister the vehicle.

Previously, before changes were made to the legislative framework through the entry into force of Order No. 605 “On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of public services for the registration of motor vehicles and trailers for them,” it was enough to indicate in the application the reason for deregistration. After the innovations, it is necessary to attach a certificate of disposal to the application.

Such adjustments to the regulatory framework prevent illegal acts and exclude the possibility of using a vehicle after deregistration due to disposal.

Where to contact

To obtain a vehicle disposal certificate, you must contact a metal collection point or waste recycling center. It should be taken into account that not every organization engaged in such activities can issue a recycling certificate.

In addition, all authorized enterprises operate under the control of the State Traffic Safety Inspectorate and the Ministry of Industry and Trade. You can clarify their location directly at the State Traffic Inspectorate office, during deregistration of the vehicle.

Special specialized companies disassemble the car after delivery, since only the metal body is recycled, the interior trim and electronics are removed.

If the owner of the car participates in the Trade-in program (purchase of a new car after disposing of the old one), you should clarify the place where you can receive the certificate directly at the dealership.

Registration procedure

As a rule, drivers prefer to recycle their cars by participating in the Trade-in program, according to which they can get a good discount when buying a new car. At the same time, each salon has its own requirements for the vehicle participating in the program.


Often, cars are scrapped due to wear and tear as a result of prolonged use or a serious traffic accident, after which it is not possible to restore the vehicle.

Price

If the car was produced before September 1, 2012, the owner is exempt from paying recycling costs if the manufacturer is the payer of the recycling fee. Issuance of documentation and deregistration are carried out free of charge. This provision is regulated by Federal Law No. 89 “On Production and Consumption Waste”.

Before handing over the car for recycling, you must pay transport tax for the entire period during which the car was idle.

How to deregister a car

The procedure is regulated by the Rules “On the Procedure for Registration of Vehicles” dated November 24, 2008.

At the traffic police

The owner of a car that is subject to disposal must contact the State Traffic Inspectorate office at the place of registration.


You can pre-register for some structures on the official traffic police portal. You must have the following package of documents with you:

  • Application for deregistration of a vehicle due to processing. It is a standard form. You can fill it out at the department or at home, having previously downloaded it from the traffic police website.
  • Certificate of disposal.
  • Passport for personal identification.
  • State license plates.
  • A document that confirms ownership of a car (purchase and sale agreement).
  • A power of attorney certified by a notary if the application is submitted by a third party.

All papers and vehicle numbers are also subject to recycling. Registration plates can be deposited with the traffic police for a certain period of time.

You can deregister a car through the portal of state and municipal services. This method is suitable for citizens who have an account on the site. Allows you to reduce the time spent in queues. The step-by-step procedure is as follows:

If PTS and/or STS are lost

Disposal of a vehicle without documents is possible. If the owner of a car has lost or had his PTS, STS or registration plates stolen, he must contact the police department with a corresponding petition, which must be attached to the application and certificate for vehicle recycling. What is a certificate

To become a participant in the program, you must meet the following conditions:

  • the age of the vehicle must exceed 6 years;
  • you must have documents for the old car;
  • the owner must confirm his ownership of the car;
  • the vehicle must be owned for at least one year;
  • the car must be registered with the traffic police;
  • the vehicle sent for scrap must be fully equipped: dashboard, battery, gearbox, frame, seats, doors, etc.

Within the framework of the developed program, it is stipulated that monetary compensation cannot be provided in cash. In addition, the object of purchase after returning the old car can only be a car from domestic manufacturers or a foreign car produced on the territory of the Russian Federation, and the car owner himself must certainly have Russian citizenship.

On one's own

The possibility of independently scrapping a car while participating in the state program is not excluded. To do this, you need to collect a package of documents:

  1. Passport of a citizen of the Russian Federation and a copy of this document.

Via dealer

If a car is handed over for recycling with the help of a dealer, then it is he who takes care of all organizational issues. This company will have to prepare all the documents and conclude an agreement with the car owner to issue a discount when purchasing a new car. For this reason, the first thing a car owner needs to do is decide what kind of car he wants to purchase to replace the scrapped vehicle, and which auto center he will cooperate with.

After this, the owner of the vehicle needs to perform the following steps:

  1. Issue a power of attorney to the dealer to hand over the old car for scrap.
  2. Conclude an agreement with this company that the car is transferred to it for storage and deregistration.
  3. Conclude an agreement to purchase a new car.

After this, the car, along with the documents, is handed over to the dealer, and the client receives a vehicle acceptance certificate and a recycling certificate, which will serve as the basis for providing a discount when purchasing a new car. All further nuances, such as delivering the car to a recycling center and deregistering it with the traffic police, are decided by the dealer.

How long is the certificate valid?

The validity period of the vehicle recycling certificate in 2019 is of great importance. And here, to begin with, it should be noted that, despite the fact that the program was extended to 2019, it has a rather limited budget. This means that if it is exhausted before the established period, it will no longer be possible to purchase a car at a discount.

Please note that the disposal procedure looks like this:

  1. You enter into all necessary agreements with the dealer.
  2. Give him the old vehicle.
  3. Choose the car you want to buy.
  4. You are waiting for your brand new car if it is not in the showroom at the time of signing the contract.

Please note that your old car will be sent for recycling no earlier than 2 weeks before its replacement arrives. If the model is available, the process will be launched as soon as all the paperwork is completed.

What kind of document is this

The process of recycling vehicles ends with the receipt of the appropriate certificate (recycling certificate), which confirms the deregistration and transfer of the vehicle to a specialized company.

The form and procedure for filling out the recycling certificate are regulated from January 2010.

In accordance with the requirements of this legislative act, the certificate must be completed jointly by:

  • owner of a motor vehicle. The car owner is obliged to independently indicate personal data and basic characteristics of the vehicle in accordance with the civil passport and;
  • registration division of the State Traffic Inspectorate. The certificate must necessarily contain a note indicating that the motor vehicle has been deregistered, as well as the date of the registration action;

The document is drawn up in 5 copies, each of which is signed by authorized representatives and certified with seals.

So, the certificate issued after disposal of the car reflects the following data:

  1. Information about the owner of the vehicle to be scrapped. Section 1 states:
    • Full name of the car owner;
    • name and details of the document confirming the identity of the car owner (most often a passport is provided, and the details of this document are indicated in the certificate);
    • address of permanent place of registration (registration);
    • contact number;
    • year of purchase of motor vehicles subject to the recycling procedure;
    • information about the authorized person, if the recycling process is not carried out by the car owner, but by his legal representative, who acts on the basis of a written and notarized power of attorney.
  2. Recycling point details. The second section states:
    • full name and legal form of the organization engaged in recycling of motor vehicles;
    • address of the organization's location;
    • details of the license that allows you to engage in this type of activity;
    • Contact phone and fax (if available).
  3. The next (third) section of the document is devoted to a detailed description of the vehicle. Here you need to specify:
    • year of manufacture of the vehicle;
    • state license plate assigned after registration;
    • make and model of the car;
    • details of the registration certificate and PTS;
    • chassis and engine numbers.
  4. The fourth section is devoted to confirming the information specified in the document. Data certification is carried out:
    • signature and seal (if the owner of the car is a legal entity) of the car owner;
    • signature of a representative and seal of the recycling company.

The main reasons for recycling motor vehicles and obtaining the appropriate certificate are:

  • natural wear and tear of a motor vehicle and the impossibility of its restoration;
  • delay in re-registration of the car by the new owner after the conclusion or expiration of the leasing agreement;
  • participation in the state program for the acquisition of new motor vehicles with the condition of mandatory disposal of movable property owned by the buyer.

Such companies may be:

  • state and work on the basis of the traffic police;
  • private.

The procedure for recycling a vehicle and obtaining a certificate

So, the procedure for recycling motor vehicles with obtaining a certificate of this procedure is as follows:

  1. Preparation of a package of required documents. Both the owner of movable property himself and his legal representative can collect documents. Do I need to pay for anything?

In connection with recent changes in current legislation, obtaining a certificate of disposal and deregistration of movable property is carried out without charging a state fee.

Cash will only have to be paid in the following situations:

How to draw up a document

In the spring of 2010, the country's government activated a program for recycling old cars. According to the government decision, any owner of a car older than 1999 could voluntarily hand over his car for recycling and receive a 50 thousand ruble discount when purchasing a new one. The condition of the deal was that you need to purchase a new car and one manufactured in our country.

The application for the procedure is written on a special form for the vehicle scrappage certificate.

The following vehicles are eligible for the program:

  • Permitted weight no more than 3.5 tons;
  • Age 1999 and older;
  • The last owner must own the car for at least a year.

Filling out the certificate

It must be in five copies. Fill out either manually in block letters or typewritten text. Moreover, each sheet is filled out separately, not as a carbon copy, and the sheets must also have a signature and seal. There should be no erasures or corrections on the sheets.

Points 1 and 3 must be completed by the owner of the car.

Item 2 is filled out by an official of the recycling point.

In paragraph 4, the signature of the official and the seal of the recycling organization, and the signature of the owner (authorized representative) are affixed.

Point 5 is filled out by the traffic police officer responsible for disposal.
