IGOR NECHAYEV - editor-in-chief of "Derevenka"

“55 years is just the beginning...” With such stale, stingy words, Valentina Sharova, a consultant with the Ministry of Agriculture of the Moscow Region, congratulated the staff of the Yakhroma Agrarian College at the anniversary evening. Please note that it was not the minister or his deputy who congratulated the people, but an ordinary consultant. Many sitting in the hall perceived these words of the consultant differently...

From the very beginning, everything went wrong at this anniversary evening. It seems that everything was done in accordance with the regulations: the guests are greeted by laid tables with sandwiches and hot tea. At the entrance there are friendly student girls. In the lobby of Yakhroma College, director Sergei Amusov, head rural settlement Sinkovskoe Nikolai Zubov, head of the Dmitrov agricultural department Valery Sarbash are looking forward to the arrival of the head of the district Valery Gavrilov. And here he is. The entire retinue quickly enters the hall. It's almost full. Most of the guests are elderly people, production veterans who have dedicated their entire working lives to the state farm. But still something is wrong...
A dry male voice greets Yakhromsky’s workers and congratulates them on their 55th anniversary. As it turned out later, the voice was recorded and turned on at the right time. The festive evening was divided into only two blocks - congratulations on the award ceremony and performances by non-professional artists - college employees, and the same ones. In general, optimization of costs for holding a concert is obvious. The artists moved from poems in honor of the company’s workers to ditties. The first to congratulate the team was the director of the college, Sergei Amusov. According to him, today the achievements of this unique educational and production institution are much more modest than in Soviet years. Three main specialties have been reduced: "Agronomy", "Zootechnics", "Hydromelioration". Decreased production areas on the Yakhroma floodplain. The greenhouse plant was liquidated. The number of students decreased from two thousand to 360. A competent leader, Sergei Amusov devoted many years to the Yakhroma floodplain, worked as an agronomist and director of JSC Kulikovo. But when he was appointed director of Yakhroma College, he did not immediately understand how this educational and production institution still exists. For the reader to understand what is going on here, we need to remember the history of the college.

In 1958, by decree of the Council of Ministers of the RSFSR, a new type of secondary specialized agricultural educational institution was created in the village of Novo-Sinkovo, in which future specialists received powerful theoretical training combined with practical skills. The idea was simply brilliant - students went directly from classrooms to laboratories, sat at the levers of tractors, and connected machine milking machines to cows. Ivan Shcherbakov was appointed the first director of the Yakhroma state farm. In 1964, the state farm was transformed into the Yakhroma State Farm Technical School. Since 1964, this unique educational institution has been training mid-level personnel for agricultural production in four specialties: “Agronomy”, “Animal Science”, “Agricultural Mechanization”, “Hydromelioration”. At that time, about 2,000 students from all republics studied in Yakhromskoe annually. Soviet Union. Every year the technical school graduated 450 specialists. The state farm-technical school owned 3,800 hectares of agricultural land, including 2,940 hectares of arable land, and the number of cattle was 2,240 heads. The profit of the state farm annually amounted to more than 2 million rubles. Of this, 15% was allocated for educational work, improvement of dormitories, equipment of laboratories, and amateur artistic activities. Productivity vegetable crops broke all records back then. The average yield of vegetables was 600 centners per hectare, potatoes - 300 centners per hectare, grain crops - 49 centners per hectare. The milk yield per feed cow was over 4400 kg. Every year the farm supplied more than 34 thousand tons of vegetables, 7 thousand tons of potatoes and 5 thousand tons of milk. Together with the state farm-technical school, the village of Novo-Sinkovo grew. In a short time they were built here residential buildings, dormitories, school, children's plant, palace of culture with club and sports complexes, building for practical training of mechanics and electricians. The technical school had a powerful material and technical base: in offices and laboratories equipped modern equipment, students studied the basics of theoretical knowledge in agronomy and animal science. And the practical training base for consolidating the material was field and vegetable growing workshops, greenhouse complex buildings, workshops, vegetable storage facilities, and livestock farms. In 1967, 33 classrooms and laboratories were organized at the technical school. The enterprise staff consisted of 120 teachers and 25 laboratory assistants. For the period from 1964 to 2008. Over 15 thousand specialists with secondary specialized education were trained. In January 1996, the Yakhroma State Farm Technical School was transformed into the state Yakhroma State Farm College. Yakhromsky stopped receiving government subsidies, milk production decreased, and the area under cultivation decreased. To save the Yakhroma Agrarian College, in 2007, the government of the Moscow region decided to transfer the enterprise’s property from federal to regional ownership. Since 2008, the college has opened admissions to students majoring in “Computers, complexes, systems and networks.” And in 2013 this specialty was successfully closed. The reason is banal - the Ministry of Education of the region, under whose jurisdiction the college is located today, simply did not give permission for free enrollment. As a result, only three applicants applied for the paid recruitment.

The promises of the former governor of the Moscow region Gromov were never realized - the educational and production parts are still inseparable from each other. In Soviet times, this was an ideal personnel training system for the village. The caring state provided subsidies to the educational and production sectors. And the state farm-technical school itself earned good money and did not need anything. All the problems began when the 90s arrived, and subsidies stopped coming from ministries and departments. Production indicators dropped below the plinth, debts began to accumulate on the accounts... In 2013, the college management, due to gas and electricity debts, had to make the bitter decision to liquidate the greenhouse plant. People left the greenhouses with tears in their eyes. In order to somehow survive, part of the land and equipment was leased to neighbors on the floodplain to the agricultural holding "Dmitrovskie Vegetables" and JSC "Kulikovo". The enterprise cannot take out a basic commercial loan for development, because it is a state institution and is under the jurisdiction of the regional Ministry of Education.
These are the results with which the Yakhroma Agrarian College celebrated its 55th anniversary. It’s hard to call this the beginning of a journey, but rather it’s end. What will happen to educational institution, time will tell. One thing is clear: there will no longer be such results as were achieved in Soviet times. Both production veterans and current employees understand this. The former glory of the enterprise remained within the walls of the state farm museum.

P. S. It’s strange, but year after year, in his messages to parliament, President Putin never mentions supporting agriculture. This is especially noticeable in recent years. Everything talks about oil and gas production, about arming our army, about housing construction. Probably, the Kremlin has already set all the priorities, and the agricultural sector is not included in this list. The reference point is obvious - imports. The other day I spoke on the phone with my good friend, farmer Viktor Savelyev. Last year, due to an epidemic of African swine fever, he was forced to destroy his entire livestock (he had 700 pigs). He still had rabbits and sheep on the farm. Now there are no rabbits...
