January 1, 1970 at the Kalmytsky base pedagogical institute The first state university in the republic was created. This event marked the beginning of a new stage in the development of higher education and higher education in Kalmykia. Initially, Kalmyk University included three faculties (biological, philological, physics and mathematics) and nine departments.

Today, the university has 10 faculties and the Institute of Kalmyk Philology and Oriental Studies, where students are trained in 24 specialties, 35 undergraduate areas, 13 master’s degrees, 14 specialties of secondary vocational education, and a number of programs additional education. For their contribution to the education of youth, general cultural and peacekeeping activities, and training of specialists for the republic, the titles of Honorary Professors of KSU were awarded to the XIV Dalai Lama, Patriarch Alexy II, President K. Ilyumzhinov, Chairman of the North Caucasus Scientific Center for Higher Education Yu. Zhdanov, people's poet D. Kugultinov, sculptor E. Neizvestny, deputy of the State Duma of Russia G. Kulik.

The university is conducting permanent job on expanding the list of specialties and specializations. Priority attention is paid to the training of highly qualified specialists, both for university departments and for industries of the republic. For this purpose, the university has expanded the list of graduate specialties.

Specialists who have defended their Ph.D. dissertations successfully work in the system of science and education of the Republic of Kalmykia. The development of humanitarian research was greatly facilitated by the conclusion of an Agreement between the government of the Republic of Kalmykia and the leadership of the Russian Humanitarian Scientific Foundation, which allows annually funding up to 20-22 projects of university scientists in philology, history, economics, as well as holding international scientific conferences and expeditions.

The university has strong scientific ties with leading universities in the South federal district(Southern federal university, Astrakhan, Volgograd and Kuban State Universities), universities of national republics (Kabardino-Balkarian University, Dagestan University, Mordovian University), structural divisions Russian Academy Sciences (Southern Scientific Center RAS, Pulkovo Observatory).

Such cooperation has a positive impact of fundamental science on the formation and development of scientific and educational activities, to achieve real results in the training of highly qualified specialists and personnel.

Every year the university holds student science days, student scientific conferences, competitions of student works and reports, the best of which are published in regularly published collections of scientific works of students, graduate students and young scientists of the university. General provisions

    Kalmyk State University accepts citizens of the Russian Federation, compatriots abroad, stateless persons, as well as foreign citizens.

    In accordance with international agreements, citizens of the Republics of Belarus, Kazakhstan, Tajikistan and the Kyrgyz Republic are accepted both for places financed from the state budget and with payment of tuition fees under contracts.

    Other foreign citizens, as well as stateless persons arriving in the Russian Federation to study, are admitted to Kalmyk State University:

    • within the control figures for admission in the areas of the Ministry of Education of Russia;
    • in accordance with direct contracts of the university for places within the number determined by the license, with payment of tuition fees on the terms determined by the rules of admission.

    Education documents issued in the CIS countries with various kinds of distinctions or medals do not give the right to benefits when entering a university.

    The university has state accreditation and a license to conduct educational activities in the field of vocational education.

    In 2005, Kalmyk State University accepts documents for 6 faculties: mathematics and physics, biology, Kalmyk philology and culture, pedagogical, agricultural, engineering and 2 institutes: the Institute of Economics and Law and the Humanities Institute for the first and subsequent courses in the following specialties :

  • 010101 - 030501 - Jurisprudence - full-time and part-time forms of study,
  • 080105 - Finance and credit - full-time and part-time courses,
  • 080109 - Accounting and auditing - full-time and part-time courses,
  • 080502 - Economics and management at an enterprise (by industry) - full-time and part-time courses,
  • 080504 - State and municipal government- full-time and part-time forms of education,
  • 080507 - Organizational management - full-time and part-time courses,
  • In 2005, the university conducts admission to all specialties based on the results of the Unified State Exam (USE) and entrance examinations according to the form and Unified State Exam materials in general education subjects (mathematics, physics, chemistry, biology, Russian language, Russian history, social studies, geography, literature) declared for participation in the experiment on the territory of the Republic of Kalmykia.
  • All faculties and institutes of the university offer the following types of admission:

    • according to a competition based on the results of entrance examinations for planned places financed from the federal budget;
    • by competition based on the results of entrance tests for places of contract-targeted training under agreements with state, municipal bodies and legal entities;
    • above the plan on a contractual basis with individuals and legal entities with full compensation of training costs, subject to passing entrance examinations.
  • Persons who have a state-issued document on secondary (complete) general or secondary vocational education, as well as a diploma of primary vocational education, if it contains a record of the bearer’s receipt of secondary (complete) general education, are accepted for the 1st year.

    Persons who have a state diploma of incomplete higher professional education are accepted for the first and subsequent courses, academic certificate a standard standard certificate of incomplete higher professional education or a state diploma of completed higher professional education of various levels.

    The number of places for admission to first-year students studying at the expense of the federal budget is determined by the target admission figures.

    In excess of the established number of admission places financed from the federal budget, the university admits students and listeners (for the first and subsequent courses) to places within the number determined by the license, with payment of tuition fees on a contractual basis.

    In order to assist state and municipal bodies in training personnel to solve the socio-economic problems of the republic, the university, upon request, allocates places for targeted admission within the number of admission places financed from the federal budget, organizes a separate competition for these places, and also allocates required quantity places for these purposes in the preparatory department.

    In this case, the university enters into agreements with the relevant state, municipal bodies and legal entities, taking into account the competitive basis for admission.

    If the parties contracting with the university do not ensure competition for targeted places, the admissions committee has the right to reduce the number of allocated targeted places.

    The number of target places cannot be increased during acceptance of documents, entrance examinations and enrollment.

    Accepting applications

    Admission to Kalmyk State University is carried out upon the personal application of the applicant on a competitive basis based on the results of entrance examinations.

    The admissions committee introduces the applicant to the University Admission Rules, the University Charter, a license to conduct educational activities and a certificate of state accreditation for his chosen specialty. The fact of familiarization is recorded in the application for admission and certified by the personal signature of the applicant.

    The applicant also indicates and confirms with his signature that he has received higher professional education for the first time.

    When submitting an application, applicants present documents proving their identity and citizenship.

    Applicants must enclose with their application for admission to the 1st year:

    • the original or a certified photocopy of a state-issued document on secondary (complete) general or secondary vocational education, or a diploma of primary vocational education, if it contains a record of the bearer receiving secondary (complete) general education;
    • original or duly certified copy of the certificate of results of the Unified State Exam;
    • six photographs 3x4 cm;
    • documents giving the right to benefits established by the legislation of the Russian Federation (for persons applying for these benefits upon admission).

    The admissions committee also accepts documents confirming successful completion of the preparatory department of KSU

    Applicants must enclose with their application for admission to the 2nd and subsequent courses:

    • original state-issued document on secondary (complete) general or secondary vocational education;
    • an academic certificate of the established standard on incomplete higher professional education or a state diploma on incomplete higher professional education;
    • a record book for expelled students of Kalmyk State University;
    • six photographs 3x4 cm.

    Applicants must attach to their application for admission to higher professional education:

    • original or certified photocopy of a state diploma of higher professional education with an appendix;
    • six photographs 3x4 cm;
    • photocopy or extract from work book, certified at the place of work or notarized.
  • Documents are accepted from applicants: for the 1st year

    • for full-time study - from June 20 to July 15 inclusive;
    • for distance learning - from August 9 to September 2;
    on the basis of higher professional education
    • for distance learning - from September 1 to September 19;
    for 2nd and subsequent courses
    • for full-time and part-time courses - from January 5 to January 31 and from July 1 to August 31.
    Entrance tests
  • Entrance tests are conducted according to programs corresponding to the state educational standard secondary (complete) general education.

    For all categories of applicants for places financed from the federal budget (by general competition, by targeted admission, those who have the right to non-competitive admission) for a specific professional educational program, the same entrance examinations.

    Applicants have the right to take entrance examinations in Russian or Kalmyk.

    Entrance tests for the main stream are carried out
    for 1st year

    • for full-time study - from July 16 to July 31 inclusive;
    • for distance learning - from September 3 to September 20 inclusive;
    interview on the basis of higher education to obtain a second
    higher professional education
  • for distance learning - from September 20 to 26; interview for 2nd and subsequent courses
  • for full-time and part-time courses - from February 1 to 10 and from September 1 to 15.

    The entrance examination (test) is carried out in in writing.

    *The applicant is given the right, at his choice, to take the entrance test in computer science (test) as an alternative.

    For those who have not studied foreign language an exam in Russian literature (USE) is established, with the exception of the specialty “Foreign Philology” and “Regional Studies”.

      All exams are graded on a 100-point scale.

      Entrance tests in general education subjects included in the Unified State Exam are conducted only for applicants who did not participate in the Unified State Exam or who did not pass the Unified State Exam in these general education subjects in the current year.

      Applicants who passed the Unified State Exam in general education subjects in May-June 2005, included in the list of entrance tests for specialties participating in the experiment, are not allowed to take entrance tests in the form and based on Unified State Exam materials in July in the same subjects.

      Entrance tests in the form and based on the Unified State Examination materials are organized by the State Examination Commission (SEC) of the Republic of Kalmykia with the participation of the university admissions committee within the time frame established by Rosobrnadzor.

      Control over the reliability of information about participation in the Unified State Examination in 2005 is carried out by the State Examination Committee of the Republic of Kazakhstan and the University Admissions Committee with the assistance of the Federal Database of Certificates of Unified State Exam results.

      The university counts the following as the results of entrance examinations:

      • results of the unified state exam;
      • results of final exams for students of the preparatory department of Kalmyk State University;
      • results of centralized applicant testing instead of entrance examinations conducted in the form of a test, for places with full compensation for training costs;
      • upon admission to a part-time course of study, the results of the current year's entrance examinations obtained at KSU upon admission to a full-time course of study in the same specialty.

      Documents confirming the above results are accepted upon written application before the closing date for accepting documents.

      Winners and runners-up final stage All-Russian Olympiad for schoolchildren, members of national teams of the Russian Federation participating in international Olympiads, as well as the winners of the third (republican) and fourth (federal district) stages of the All-Russian Olympiad for schoolchildren in general education subjects, who have submitted a document confirming the award of first place to them, are enrolled in the university for the corresponding profile specialty olympiads without entrance tests.

      Prize-winners of the third (regional) and fourth (federal district) stages of the All-Russian Olympiad for schoolchildren in general education subjects, as well as winners of the 3rd-5th stages of the All-Russian Olympiad for schoolchildren upon admission to non-core Olympiads of specialties who have submitted a supporting document, by decision of the admissions committee, may be given the highest score in subjects of entrance examinations for all specialties of the university.

      Persons entering all specialties of full-time education, who have graduated with medals from educational institutions of secondary (full) general or primary vocational education that have state accreditation, as well as persons who have graduated with honors from educational institutions of secondary vocational education that have state accreditation, undergo entrance examinations. tests of a professional orientation (profile tests are indicated first in the list of entrance tests) or present a certificate of the results of the Unified State Examination for the corresponding profile test declared for participation in the experiment.

      If these persons have scored the number of points established by the university, which gives them the right to be admitted based on the results of the specialized entrance test, then they are admitted to the university; if they have not scored, but not below the satisfactory mark, they are given the right to further take entrance tests and participate in the competition on a general basis.

      The above-mentioned persons entering all specialties of correspondence education, except for the specialty "Jurisprudence", undergo an interview. Applicants entering the specialty "Jurisprudence" for full-time training, pass a profile test in Social Studies.

      Persons who do not appear for entrance examinations without a valid reason, who receive an unsatisfactory grade, and who withdraw documents after the start of entrance examinations are excluded from the competition and are not enrolled in a higher education institution.

      Persons who did not appear for entrance examinations good reason and those who have declared this on the day of the entrance examinations are allowed to take them in parallel groups or individually until the exams are fully completed according to the approved schedule.

      The procedure for filing and considering an appeal based on the results of entrance examinations

      Based on the results of the entrance test, the applicant has the right to submit a written appeal about the error, in his opinion, of the grade given in the entrance test (hereinafter referred to as the appeal).

      The applicant has the right to familiarize himself with his work.

      Consideration of the appeal is not a re-examination; during the consideration of the appeal, only the correctness of the assessment of the result of passing the entrance test is checked.

      To consider appeals during the period of admissions tests, an appeal commission is created by order of the rector and its chairman is appointed. In the absence of the chairman, his duties are performed by the deputy chairman. Representatives of educational authorities and teachers (methodologists) of educational institutions are included in the appeal commission as independent experts.

      An appeal for oral admissions tests is accepted on the day of the exam (after the grade is announced) and is carried out on the basis of the applicant’s oral response sheet.

      An appeal against written entrance examinations is accepted on the day the assessment is announced.

      An appeal regarding entrance examinations in the form of testing regarding a violation of the examination procedure is accepted on the day of the entrance examination, and an appeal regarding disagreement with the given mark - on the day the results of the entrance examination in the relevant general education subject are announced.

      An appeal regarding the content of the tests will not be accepted.

      An appeal based on the results of entrance examinations in the form and materials of the Unified State Examination is not carried out by the University Appeals Commission. In accordance with the Regulations on the Unified State Exam, those who do not agree with the mark (number of points) received in the entrance examination in the form and on the basis of the Unified State Exam materials have the right to file an appeal in writing to the conflict commission under the Ministry of Education of the Republic of Kalmykia.

      The applicant has the right to be present during the appeal hearing.

      An applicant applying for a review of the grade received in the exam must have with him an identification document and an examination sheet.

      One of the parents or legal representatives recognized in accordance with the law as fully capable until reaching adulthood has the right to be present with a minor applicant (under 18 years of age).

      Appeals from second parties, including relatives of applicants, are not accepted or considered.

      After considering the appeal, the appeal commission makes a decision on the assessment of the entrance test, and a protocol is drawn up.

      If disagreements arise in the appeal commission regarding the assessment, a vote is taken and the assessment is approved by a majority vote.

      The decision of the appeal commission, documented in the protocol, is brought to the attention of the applicant (against signature).

      The final decision based on the results of the work of the appeal commission is made and approved admissions committee.

      If the grade changes, it is entered into the examination paper and the applicant’s examination sheet in accordance with the protocol of the decision of the appeal commission.

      Enrollment

      Enrollment at the university is carried out no later than 10 days before the start of classes.

      The competitive selection of applicants entering KSU is carried out by specialty.

      Admission of applicants on a general basis, to target places and to additional (contractual) places is carried out according to a separate competition.

      Enrollment is carried out in stages. The enrollment procedure includes:

      • summing up the results of the competition, compiling a list of those who passed the competition and a reserve list;
      • notification of applicants who have passed the competition and applicants included in the reserve list;
      • collection of confirmations from applicants who have passed the competition. To do this, the applicant must submit, within 3 days after the announcement of the lists that passed the competition, the original document on education and the original certificate of the results of the Unified State Exam. In the event of a number of applicants who have passed the competition refusing to enroll in KSU, or their lack of timely confirmation of consent (failure to submit on time, established by rules admission, original documents) enrollment is carried out from among applicants included in the reserve list;
      • issuance of an enrollment order.
    1. Outside of competition for all forms of education, with positive results in entrance examinations and upon presentation of documents entitling to benefits, the following are enrolled:

      • orphans and children left without parental care;
      • disabled children and disabled people of groups 1-2, who, according to the conclusion of the institution Civil service medical and social examination is not contraindicated for training in this specialty;
      • citizens under the age of 20 who have only one disabled parent of group 1, if the average per capita family income is below the subsistence level established in the relevant constituent entity of the Russian Federation;
      • participants and disabled combatants;
      • citizens discharged from military service and entering a university on the basis of recommendations from commanders of military units;
      • citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant and nuclear tests at the Semipalatinsk test site.

      The number of points that must be scored by applicants who, in accordance with the legislation of the Russian Federation, have the right to non-competitive admission for each admissions test, is established before the start of the admissions tests.

      In case of equality of competitive points, the following persons have a priority right to enrollment:
      a) graduates with medals from educational institutions of secondary (full) general or primary vocational education that have state accreditation, as well as persons who graduated with honors from educational institutions of secondary vocational education that have state accreditation;
      b) winners of republican Olympiads (in subjects corresponding to the specialty);
      c) military personnel who have been transferred to the reserve within the last three years;
      d) graduates of the preparatory department;
      e) having a secondary education corresponding to the chosen specialty vocational education;
      f) persons who have a higher score in the major subject on the entrance exams and in the certificate. If the document on secondary education does not contain entries in any subject from the list of entrance examinations, then the grade “satisfactory” is taken into account;
      g) having a higher average score in the document on secondary education;
      h) persons living in rural areas;
      i) women with children under three years of age; unemployed military wives;
      j) having practical work experience.

      Persons who did not pass the competition for places financed from the federal budget of Russia, as well as for targeted places, can participate in the competition for additional places when concluding an agreement with payment of the cost of training by legal entities or individuals.

      Target places left vacant after passing entrance examinations and enrollment are provided to persons participating in the general competition.

      Admission of students to the military department of KSU is carried out on a competitive basis.

      Students enrolled in targeted places can enter into contractual relations provided for by the Regulations on targeted contract training of specialists with higher and secondary vocational education, approved by Decree of the Government of the Russian Federation of September 19, 1995 N 942 and the Regulations on the training of specialists accepted in the order of targeted admission to state educational institutions of higher and secondary vocational education, administered by federal executive authorities, approved by the Government of the Russian Federation.

      Enrollment in the correspondence course for persons with practical experience in a related specialty and persons without this experience is carried out according to a separate competition. The number of places for persons with at least a year of practical work experience in a related specialty is no more than 75% of the admission target figures.

      Admission of persons with higher professional education is carried out on a contractual basis (with individuals and legal entities) with full compensation of training costs for places within the number determined by the license.

      Persons who have an incomplete higher military education or higher military education, who have completed military service under a contract and who have been transferred to the reserve due to organizational and staffing measures, health conditions or due to length of service, are enrolled in the 1st and subsequent courses in places financed from the federal budget.

      This procedure applies to military personnel who have a higher military education, are serving under a contract, and have a total duration of military service of 15 years or more.

      To the application for admission, these persons attach, in addition to the previously listed documents, a certificate from the military registration and enlistment office (military unit) about the reasons for dismissal and length of service.

      To determine the level of knowledge and professional orientation, entrance examinations are carried out in the form of an interview and a test in the Russian language.

      The period for mastering abbreviated training programs for specialists and bachelors for persons with higher professional education with a profile that does not correspond to the education received, in full-time education, is at least 3 years, according to by correspondence training - at least 3.5 years.

      The period for mastering abbreviated training programs for persons with higher professional education in the relevant field is at least 2 years.

      Note: the corresponding profile should be understood as such basic educational programs that have close (+(general professional and special disciplines of the same name and educational elements in the discipline programs (the level of overlap of educational disciplines is at least 55-60%).

      Applicants to budget-funded places undergo entrance examinations in a core subject and the Russian language; applicants to contract places with full reimbursement of training costs - an interview.

      Graduates of Bashantinsky agricultural college named after F.G. Popov (branch) of Kalmyk State University are accepted for the 1st and subsequent years of the university based on the results of the interview and recommendations of the college pedagogical council for continuation continuing education according to a shortened program for specialized specialties:
      031200 "Pedagogy and methods of primary education";
      311300 "Mechanization of agriculture".

      The duration of mastering abbreviated training programs for specialists for persons with secondary vocational education in the relevant profile, for full-time study - at least 3 years, for part-time study - at least 3.5 years.

      All issues related to admission to the university are resolved by the admissions committee of Kalmyk State University.
